Who we are
A dedicated team of BBBEE, Employment Equity and Skills Development  professionals, driven to be precise and practical.

Established in 2004 as Floris Pelser Labour Consultants with a focus to provide effective labour solutions in a dynamically changing South African legislative environment. From these roots, Floris Pelser & Associates (FPA) was formed to refine the service offering to clients based on the demanding nature of Broad-Based Black Economic Empowerment (B-BBEE), Employment Equity (EE) and Skills Development (SD) challenges.

How we work
We aim to provide clients with most effective strategically and legislatively aligned solutions to BBBEE, EE and Skills Development demands that are practical, implementable and compliant.

From compliance reporting to strategy, FPA aims to ensure business in South Africa can function effectively and not incur unnecessary penalties for doing business in an ever-changing market. FPA have over 20 years experience in the labour business and through a clear understanding of BBBEE and EE, we make sure your plans are clear, effective and practical in your unique environment and challenges.

Floris Pelser
Managing Member

As Managing Member and BBBEE Professional with 20-years’ experience, Floris has assisted numerous entities including multi-nationals and JSE listed entities to achieve their goals in terms of BBBEE, Skills Development, Employment Equity and Human Resources related matters. Floris believes that there are no shortcuts to success and that professionalism, integrity and precision should be the foundation of any course of action.

Floris completed an MDP in Broad-Based Black Economic Empowerment with WITS and is a registered Economic Empowerment Professional with the Association of B-BBEE Professionals (ABP Membership No 20210339BCP) and currently serves on 2 techical sub-committees of ABP (Skills Development – Employment Equity and Enterprise & Supplier Development – Socio-Economic Development) which addresses queries and advises professionals in the industry on technical application and interpretation of the relevant legislation.

Floris holds a BCom Honours degree in Industrial Psychology with specialisation in Human Resource Development from Stellenbosch University. He is an avid Bonsai enthusiast, wine lover and traveller.

Jeanne Pelser
Financial Member & Skills Development Specialist

Jeanne, coming from a creative background, joined Floris Pelser Labour Consultants in 2004 and assisted in growing the business from a few clients to an entity that has, over the past 17-years assisted numerous small, medium and large entities with Skills Development initiatives under her supervision. Jeanne has extensive experience in SETA processes & procedures and she is zealous about getting things done right, on time, every time. She’s also passionate about travelling, photography, wine and cooking.


Rosa Van Niekerk
Administrator & Employment Equity Specialist

Rosa has extensive experience in dealing with corporate clients, based on her 25-years in the financial sector with one of the large financial institutions in South Africa. She joined the team in 2018 and has been a valuable team player ever since. Rosa believes in integrity, is client focused and driven by a passion for her duties as an Administrator. Rosa has a Diploma in Business Management. She enjoys reading, hiking and gardening.
